Antigua and Barbuda opens its Embassy in Spain for the first time

Small Caribbean archipelago of Antigua and Barbuda, which has less than 100,000 inhabitants and this year had counted 11 Spaniards residents, has opened its first resident Embassy in Spain, which is headed by Ambassador Dario Item.

Spain established diplomatic relations with Antigua and Barbuda in 1988, so this year marks its 30th anniversary. The Embassy of Spain in Kingston (Jamaica) is accredited before the Antiguan government, while the Ambassador of Antigua and Barbuda residing in the United Kingdom was the one accredited in Madrid until now.

The bilateral relations have had scarce content until now. In April 2014, the then General Director for Latin America, Pablo Gómez de Olea, was in the Antiguan capital to prepare the visit in July of that year of the Prime Minister, Mariano Rajoy, to participate in the summit of the Caribbean Community (CARICOM). Conversely, the same thing happened in 2006 and 2008 when, on the occasion of the 3rd and the 4th CARICOM-Spain summits, the then Antiguan Prime Minister, Baldwin Spencer, visited Madrid.

Given its small size, the foreign policy of Antigua and Barbuda arises in terms of its international organizations’ membership (United Nations system in particular) and also to others of a regional nature, such as CARICOM, the Organization of Eastern Caribbean States (OECS) or the Association of Caribbean States (ACS).

Antigua and Barbuda, like many English-speaking Caribbean countries, maintains good relations with Cuba, a country with which it has a considerable volume of technical cooperation and exchanges within the framework of educational and health programs. Venezuela also traditionally exercises great influence in the area, increased since 2005 with the Petrocaribe agreement and since 2009 with the integration in the Venezuelan ALBA, which allowed Antigua to receive a loan of 50 million dollars as a budget support. In recent years, the Chinese economic presence has also entered strongly in the country.

Relations with the US are fundamentally in terms of control of drug trafficking and money laundering. Antigua and Barbuda signed an agreement with Washington that allows the US Coast Guard to prosecute suspected drug traffickers in that country’s territorial waters. Both governments are confronted, however, in relation to the Antiguan industry of online gambling and the participation of US citizens (not allowed by Washington).

El pequeño archipiélago caribeño de Antigua y Barbuda, que cuenta con menos de 100.000 habitantes y en el este año había censados 11 españoles, ha decidido abrir su primera Embajada residente en España, a cuyo frente ha colocado al diplomático Dario Item.

España estableció relaciones diplomáticas con Antigua y Barbuda en 1988, así que este año se cumplen 30 años de dicha efeméride. La Embajada de España en Kingston (Jamaica) está acreditada ante el gobierno antiguano, mientras que el embajador de Antigua y Barbuda residente en Reino Unido era el que estaba acreditado en Madrid hasta ahora.

Las relaciones bilaterales apenas han tenido contenido hasta ahora. En abril de 2014, el entonces director general para Iberoamérica, Pablo Gómez de Olea, estuvo en la capital antiguana para preparar la visita en julio de aquel año del presidente del Gobierno, Mariano Rajoy, para participar en la cumbre de la Comunidad del Caribe (CARICOM). A la inversa ocurre lo mismo: en 2006 y 2008, con motivo de la III y la IV Cumbre CARICOM-España, el entonces primer ministro, Baldwin Spencer, visitó Madrid.

Dado su reducido tamaño, la política exterior de Antigua y Barbuda se plantea en términos de su pertenencia a organizaciones internacionales de ámbito general (sistema de Naciones Unidas en particular) y también de carácter regional, como la CARICOM, la Organización de Estados del Caribe Oriental (OECS) o la Asociación de Estados del Caribe (AEC).

Antigua y Barbuda, al igual que muchos países del Caribe anglófono, mantiene buenas relaciones con Cuba, país con el que mantiene un volumen considerable de cooperación técnica e intercambios en el marco de programas educativos y sanitarios. También Venezuela ejerce tradicionalmente una gran influencia en la zona, acrecentada desde 2005 con el acuerdo Petrocaribe y desde 2009 con la integración en el ALBA venezolano, lo que le permitió recibir un préstamo de 50 millones de dólares en concepto de apoyo presupuestario. En los últimos años, ha entrado también con fuerza la presencia económica china.

Las relaciones con EEUU se plantean fundamentalmente en términos de control de narcotráfico y de blanqueo de dinero. Antigua y Barbuda suscribió con Washington un acuerdo que permite a la guardia costera estadounidense perseguir a sospechosos de narcotráfico en aguas territoriales de ese país. Ambos Gobiernos están enfrentados, sin embargo, en relación con la industria antiguana de juegos de azar on-line y la participación de ciudadanos estadounidenses (no permitida por Washington).
